Sea Powers is a text based multiplayer naval strategy game built around a three hour update cycle. Every three hours (at 3, 6, 9 and 12 PST) income is received, research is attempted, population grows, construction is completed on new ships and buildings and fleets are ready to perform new actions.
Those are the basics.

To build up your island, you want a ratio of 20 apartments: 10 clinics: 8 schools and then enough farms to support at least most of your population. To start off, you'll be given enough money to buy all the lumber and food you need to get your capitol built up. The biggest newbie mistake is to build lots of cruisers and heavy ships. Don't. Destroyers are the best ship in the game because the ratio of damage to upkeep is the best of any ship (besides the Elco and Catalina). Build fletchers if you enemy has submarines and build shimakaze (both fletchers and shimakaze both being destroyers) if your enemy has lots of surface ships. Build a mix of both if your enemy has both. It is good to have one heavy cruiser (CA or CAV) for about every 10 destroyers you own too. And don't forget to build PT boats to soak up the hits from enemies. Have one PT boat for every combat ship you have (the PT boats also deal damage themselves). And always put any spare cash in your tech funds and set it to "no focus" for the first few weeks. Another thing to remember is to never have any barracks or shore batteries on your starter island. IT WILL HAVE THEM WHEN YOU START, SO DELETE THE BARRACKS. THEY ARE USELESS ON THAT ISLAND. My personal tactic (which seems to have me in #1) is to make only clinics, apartments, and schools on my capitol and have the rest of my islands supporting with lumber mills and farms. You will need a few on your starter island until you get new islands though. Be careful of RAVE (Rhodesian Armada of Vanautu Empire) raiders and that KKK alliance.
Currently this game is dominated by 10 m/ players and 10 GOONS but maybe enough Aztec members can make it more interesting. Sparta was also in this game at one point, but the remaining ones went to NCTO (North Cesarean Trade Organization).

The first step, of course, is to sign up for your free account, naming your empire and its leader.
Once this is completed the Home screen is revealed. This is the screen you’ll see every time you log on, and displays recent updates, the leader’s name and some information about the Empire, and several links that allow navigation through the empire menus.
Begin by selecting the Economy link along the left hand side of the screen. This shows a brief summary of the finances of your Empire. Balancing a budget is a simple task, since the upkeep is equal to the total tonnage (or size) of the fleet, but it’s important not to go over budget for long or your fleet will suffer. The solid blue bar below should indicate that your nation can support additional shipping.
Therefore, your next step is to build a new ship to begin expanding your empire. Select the Shipyard link; this reveals a menu of the different ship types available. For now, click on “Landing Craft, Infantry Class (LCI)”. This shows details of the ship’s statistics; the Infantry class isn’t much help in a fight, but it carries 210 marines, critical for any invasion attempt. Fill in a new ship name if you don’t like the one provided and click on Buy Ship.
Next, select the Islands link on the left. Building the Infantry class ship reduced your population by 234 to provide sailors and marines; to quickly regain these tax-paying citizens you’ll need a clinic. Click on your home island’s name to display details about the island, including what buildings are currently constructed and the option to produce new ones. Use the drop-down menu to select “Clinics ($7000, 3000 Lumber)” and click on Build Improvement. Both your new ship and clinics will be completed during the next update. Soon you’ll need to build more farms as your population grows, but only one improvement can be made on each island per turn.
The last part of governing your empire is to begin technological research; this is good to get started early as it can be critical during later engagements. Click on the Technology link on the left to display details of the fields of knowledge available and your research program. To begin you’ll need to add funds to your research budget in the appropriate field; enter the entire amount of your current cash, which can be seen in the upper left corner of your screen, and click on Allocate. This money can be withdrawn later without penalty and is safe from loss during combat as long as it is allocated. Next, on the Field Focus drop down menu select “Shipbuilding” – this will make all your ships more resilient – and on the Research Rate menu select “Low Priority.” This means only $1000 for each laboratory you own will be risked on an increase. Soon you’ll need to raise this amount, but at low levels it’s very simple to improve.
Now it’s time to scout islands to prepare for invasion. Select the Islands tab again, then click on the Unclaimed Islands link along the top of the screen. These are islands that are not currently controlled by any other players – they have been abandoned or left over from expired accounts. Click on any island’s name to show details of the target, such as population and possibly whoever originally created the island. Although spies could be sent to investigate the island this is expensive and not necessary in this case – unclaimed islands are unlikely to be defended and you’ll probably lose more spying than by risking a ship. Therefore, click on the Attack this Island link on the bottom of the page to assign ships to the attack.
The battle screen should show some Elco ships, designated PT-1 to PT-4, which your empire began with. These are small ships but suitable for scouting out an enemy. Check the box next to one or more and click the Launch the Attack button to initiate combat and view the battle report. Hopefully the island was undefended or its fleet was destroyed, although in the best of cases you’ll still have zero chance of taking control of the island – PT boats don’t carry marines. However, a defenseless island is a good target for your Infantry class ship to invade once it’s complete. If the first island you attack isn't suitable you may need to scout another target or build up your fleet to overcome the defenses in the coming turns.
